We are parents and concerned citizens living and sending our children to schools in the Spring Branch Independent School District in Houston, Texas. Our group was formed out of a deep concern about the unsustainable trajectory of Robin Hood payments SBISD is paying and will have to pay in the future. The outdated and complex funding formula has put a stranglehold on SBISD’s budget, as well as other Recapture districts. We are an informed group who is actively meeting with Texas lawmakers; educating taxpayers about the situation our lawmakers have put us in; partnering with recapture and non-recapture districts around the State; watching and supporting bills that address — or hinder — progress on this issue.

While the state’s share of funding Texas public schools has gone down, reliance has shifted heavily to property wealthy “recapture” districts to fund not only education — but non-education budget items as well. The State has a long-standing constitutional mandate to provide free public education to the children of our state. It has defaulted miserably on this promise — and 5 million Texas students are paying the price.
